    Roland D. Rossmiller, P.E., is the director of engineering and planning at the Padre Dam Municipal Water District in Santee, Calif. He has 26 years of water, wastewater, and water quality engineering experience in Southern Calif.

    M. Cyrus Moaveni, P.E., is the president of CyberNet Consulting, Inc., San Marcos, Calif. He has over 22 years of experience in SCADA and communication system design and implementation as both an integrator and a consultant.
